Rules for awarding and the size of the educational grant of the First

President of the Republic of Kazakhstan – Elbasy "Orken" to pay for the education of gifted children in the autonomous educational organization "Nazarbayev

Intellectual schools"

 

Chapter 1. General provisions

These Rules for awarding and the size of the educational grant of the First President of the Republic of Kazakhstan – Elbasy "Orken" to pay for the education of gifted children in the autonomous educational organization "Nazarbayev Intellectual Schools" (hereinafter – the Rules) are developed in accordance with subparagraph 5-1) of Article 4 of the Law of the Republic of Kazakhstan "On Education" and determine the procedure for awarding and the size of the educational grant of the First President of the Republic of Kazakhstan – Elbasy "Orken" to pay for the education of gifted children in the autonomous educational organization "Nazarbayev Intellectual Schools".
The following basic concepts are used in these Rules:
the authorized body in the field of education (hereinafter referred to as the authorized body) is the central executive body of the Republic of Kazakhstan that carries out management and intersectoral coordination in the field of education;
the republican grant award commission is a commission established by the authorized body to award a grant (hereinafter referred to as the commission), which carries out its activities in accordance with the procedure determined by the authorized body;
working body - autonomous educational organization "Nazarbayev Intellectual Schools";
The educational grant of the First President of the Republic of Kazakhstan – Elbasy "Orken" (hereinafter - the grant) is a grant established by the President of the Republic of Kazakhstan to pay for the education of gifted children in the autonomous educational organization "Nazarbayev Intellectual Schools";
schools are branches of the working body that carry out educational activities.

 

Chapter 2. Grant award procedure

The grant is awarded on a competitive basis by the commission.
The Commission is formed from among the employees of the authorized body, other interested state bodies and organizations,

 


representatives of republican public associations engaged in activities in the field of secondary education. The Chairman of the commission is the Minister of Education and Science of the Republic of Kazakhstan.

The number of members of the commission should be an odd number, but not less than seven people. Meetings of the commission are held as necessary and are considered competent if at least two-thirds of its members are present at them.
Citizens of the Republic of Kazakhstan studying in secondary education organizations, applying for education in grades 7-9 and 11 of schools and submitting documents according to the requirements determined by the working body (hereinafter referred to as applicants) are allowed to participate in the competition.
The terms and place of acceptance of documents, as well as the term of the competition are determined by the working body and published in the mass media distributed throughout the territory of the Republic of Kazakhstan.
The competition for applicants to study in grades 7 consists of two comprehensive tests conducted in accordance with the procedure determined by the working body:
a test to assess the ability to study subjects of the natural-mathematical direction;
language test.

The test for assessing the ability to study subjects of the natural-mathematical direction consists of the following sections:

"Mathematics";
"Quantitative characteristics" (identification of skills in operating with numbers and the ability to see their relationship);
"Natural Science".

The language test consists of test tasks in the subjects Kazakh, Russian and English.

Based on the results of the comprehensive tests conducted for applicants to study in grades 7, the results of applicants for comprehensive tests who scored thirty-five percent or more of the maximum possible score in the section "Mathematics" and forty percent or more of the maximum possible score in the section "Quantitative characteristics" are submitted for consideration by the commission.
According to the results of the competition, the commission awards a grant to applicants for study in grades 7 with a higher overall score of the test to assess the ability to study subjects of the natural-mathematical direction and the language test within the allocated grants for specific schools.

With an equal amount of the total score of the test for assessing the ability to study subjects of the natural-mathematical direction and the language test, the advantage is given to applicants for study in grades 7 with a higher score in the section "Mathematics". If applicants for study in grades 7 have equal points in the section "Mathematics", then

 


the advantage is given to applicants for study in grades 7 with a higher score in the section "Quantitative characteristics". If applicants for study in grades 7 have equal scores in the sections "Mathematics" and "Quantitative characteristics", then the advantage is given to applicants for study in grades 7 with a higher score in the section

"Natural Science". If applicants for study in grades 7 have equal scores in the sections "Mathematics", "Quantitative characteristics" and

"Natural Science", the advantage is given to applicants for study in grades 7 with a higher score in the language (Kazakh, Russian) chosen for training when submitting documents for the competition.

The competition for students of educational organizations applying for training in grades 8-9 and 11 is conducted in the form of a comprehensive test in accordance with the procedure determined by the working body.

Comprehensive testing is conducted on the subject of "Mathematics", on one of the subjects of the applicant's choice: physics, chemistry, biology, as well as Kazakh, Russian and English.

The results of applicants based on the results of comprehensive testing for training in grades 8-9 and 11, who scored thirty-five percent or more of the maximum possible score in the subject "Mathematics" and in the chosen subject (physics, chemistry, biology), are submitted to the commission.
The Commission awards a grant to applicants for education in grades 8-9 and 11 who scored higher on comprehensive testing, within the allocated grants for specific schools.

With an equal number of points on complex testing, the advantage is given to applicants for training in grades 8-9, 11 with a higher score in the subject "Mathematics". If applicants have equal scores in the subject "Mathematics", then the advantage is given to applicants with a higher score in the chosen subject (physics, chemistry, biology). In case the applicants have equal points in the subject

"Mathematics" and in the chosen subject (physics, chemistry, biology), then the advantage is given to applicants with a higher score in the language (Kazakh, Russian) chosen for training when submitting documents for the competition.

The grant is awarded to the applicant who has received at least three-quarters of the votes of the number of votes of the commission members present at the meeting. The commission's decisions are formalized by the protocol.
The results of the competition are published on the Internet resource of the working body, no later than five working days from the date of signing the protocol by the commission.
Applicants admitted to the consideration of the commission, but not enrolled in the school due to the lack of vacancies, are included in the reserve lists in the context of schools.

 


The reserve list of applicants is formed separately for each school and approved by the commission in order to attract them to study if there is a vacant place during the academic year.

Applicants enrolled in the reserve lists valid during the academic year are awarded a grant without passing an additional competition. An applicant from the reserve list of one school applies to study at another school if there is a vacant place and there is no reserve list for this school.

When determining a candidate from the reserve list for studying in grades 7, a grant is awarded to applicants in accordance with the procedure provided for in paragraph 10 of these Rules.

When determining a candidate from the reserve list for training in grades 8-9 and 11, with an equal number of points based on the results of comprehensive testing, the grant is awarded to applicants in accordance with the procedure provided for in paragraph 13 of these Rules.

The decision to award a grant from the reserve list is published on the Internet resource of the working body no later than five working days from the date of signing the protocol by the commission.

A student of the school is deprived of a grant in cases of his exclusion from school on the grounds provided for by the charter of the working body.
The vacated grants are awarded in accordance with the procedure provided for by these Rules.
